Serbian state delegation accepted to participate in Rambouillet talks on a peaceful settlement for Kosovo problems, showing its willingness to solve the crisis by peaceful and political means. 

The delegation accepted the Contact Group's document with ten principles for the Rambouillet talks. Serbian delegation insisted that, as first step,  both sides in talks sign those ten principles, as the basis for further negotiations about Kosovo's autonomy. Those principals are giving the guarantee for the sovereignty and territorial integrity of Serbia and Yugoslavia, strongly opposing the concept of independence for Kosovo as republic. 

Also, Serbian state delegation asked to sit at the same conference table with the ethnic Albanian delegation, in order to discuss  the Kosovo problem directly with them. 

But the ethnic Albanian delegation at Rambouillet  refused to sign the ten principles from the Contact Group's document, and is refusing to sit down at the same conference table with the Serbian state delegation. The Contact Group and its mediators are also responsible for that. 

In the same time, almost every day in Kosovo there are terrorist attacks, bomb explosions, kidnappings, executions of Serb civilians or Albanians that are loyal to Yugoslav and Serbian state, done by the illegal so-called Kosovo Liberation Army. 

Now it should be clear to everyone who is for peaceful and political solution of the Kosovo problems, and who is provoking violence and disorder. 

From the beginning of Kosovo crisis the main problem are not the human rights of ethnic Albanians, which are same for all 26 other ethnic communities living in Serbia at the moment, but their separatism and wish for independent state. 

Now it is on Contact Group and international community to force Albanian separatists to sit down with Serbian state representatives and accept principles of the Contact Group document, which is the basis for a possible peaceful agreement. 

The pressures of  NATO and USA with threats of military interventions in Serbia, besides their irregularity and unjustness, are supporting Albanian separatists noncooperativness. 
 
 

                   The self-styled "Kosovo Liberation Army" (KLA) 
                   does not accept the agreement discussed in 
                   Rambouillet, said three Kosovo Albanians who 
                   presented themselves as KLA spokesmen in the 
                   world. 

                   The KLA will not accept any compromise and the 
                   autonomy of Kosovo-Metohija is completely 
                   unacceptable, said Saser Salih, from Switzerland, 
                   Savri Kicmari from Germany, and Pljeurat Sejdiu, 
                   from Great Britain. 

                   At the first press conference of the self-styled KLA 
                   in Rambouillet, held Wednesday, they specified that 
                   "autonomy is out of the question, because we already 
                   had autonomy" and that they can only "talk about 
                   independence." 

                   When reporters pointed out that according to 
                   international mediators the arrival of the delegation, 
                   including members of the self-styled KLA, to the 
                   talks signified acceptance of the basic principles of 
                   the Contact Group, spokesmen for the self-styled 
                   KLA said that their organization had not accepted or 
                   signed anything. 

                   They indicated that the fundamental goal of the 
                   self-styled KLA was "the liberation of all Albanian 
                   lands," and that for the time being only Kosovo was 
                   on the agenda. 

                   To the authorities in Montenegro and in Macedonia 
                   they told "to be mindful" of the way they treat 
                   Albanians who live there. 

                   The press conference was announced as the 
                   beginning of the work of an information center of the 
                   self-styled KLA in Rambouillet, but it was clear 
                   today that, most probably, there would be no such 
                   center. 

                   The press conference of the political spokesmen of 
                   the self-styled KLA, it is assessed in Rambouillet, is 
                   a serious challenge to the international community 
                   and the organizers of the meeting for search for a 
                   political settlement for Kosovo and Metohija. 

                   It revealed also a part of the reasons why the 
                   international mediators had so far persistently refused 
                   that the two delegations talk directly. 

                   Direct talks would have shown, as today's press 
                   conference has, that the delegation of Kosovo 
                   Albanians, or one part of it, does not accept the basic 
                   principles of the Contact Group and the basic goals 
                   of the meeting in Rambouillet.
