NATO's Goal - Intervention

Ethnic Albanian delegation at Rambouillet talks for peaceful settlement of Kosovo problem is refusing to sign any agreement on Kosovo autonomy. They say they want only independent Kosovo. Also the so-called Kosovo Liberation Army do not accept disarmament of its units in Kosovo after eventual signing of agreement. They proclaim that they will continue their fight until Kosovo becomes independent. That means that the Kosovo ethnic Albanians do not look for peaceful solution of the problem, and it is not clear why did they come to Rambouillet at all.   

Serbian state delegation is offering a highest degree of autonomy for its Kosovo province, according to best world standards, and  is ready to sign the agreement. Of course, Serbia can not agree with eventual independence of  Kosovo, and that was not in question from the beginning of the talks, nor in the ten principles of the Contact Group posed in London which Serbia accepted.  

Now NATO led by USA is, absurdly, threatening to Serbia with air strikes in case that talks "do not bring results", instead of making  pressure on Albanians to accept the agreement and give up independence of the Kosovo province. It is obvious that the main problem in Rambouillet talks is  the Albanian separatist delegation. So there is no reason for punishing Serbian state with air strikes. Those threats are only supporting Albanian side in their separatism.  

But in case that agreement is signed,  NATO, absurdly,  again wants to intervene on Serbian territory, to "implement the agreement". This is not acceptable for Serbia, which is independent and sovereign country, capable to implement the agreement, and does not accept any foreign military presence on its territory. Also, such thing was not mentioned in the ten principles of the Contact Group.  

So, regardless of the Rambouillet talks results,  NATO  wants to intervene in Serbia. It seams that INTERVENTION  is the main goal of  NATO and USA, and not the peace in Serbian province of Kosovo. USA wants to control the Kosovo territory in any case, using all means to come to that goal. Its support to the Albanian separatist KLA and their political parties is not a secret anymore.  

But such an intervention would lead to a great military conflict in Balkans, instead of bringing peace to a small Kosovo province, which is now at hand.  
 

 
 
 
                  WILLY WIMMER ON NATO INTENTION TO 
                   GIVE ITSELF A MANDATE FOR 
                   INTERVENTIONS ACROSS THE WORLD  

 
                   Deputy Chairman of OSCE Parliamentary Assembly 
                   Willy Wimmer strongly criticized an open 
                   intention of NATO to ignore the United Nations in the 
                   future and give itself a mandate for interventions across 
                   the world. 

                   Anger of the German politician, a member of 
                   Bundestag, was directly caused by a recent statement of 
                   Secretary General of NATO Javier Solana in which he 
                   said that such an act of the Alliance was not a violation 
                   of international law since, "NATO acts in the spirit of 
                   UN Charter". 

                   "To openly state that one doesn’t want to pay attention 
                   to UN, but will act in the spirit of the world 
                   organization, represents the real political 
                   adventurousness", said Wimmer to "Berliner Zeitung". 

                   At the same time, the argument for NATO’s giving 
                   itself a mandate represents the "future development of 
                   international law" is really cynical, and it would be the 
                   same as if someone violated the constitution, and then 
                   proclaimed that violation to be the "further 
                   development of legal order". 

                   Wimmer called the European Union to consider the 
                   protection of its interests since, as he said, the intention 
                   of the U.S.A. to disassemble the UN could mostly 
                   damage Europe. 

                   If someone intends to change radically the reason and 
                   the way of NATO actions out of its national motives, 
                   like the U.S.A., than he endangers the foundation on 
                   which the mechanism of security of Europe was built, 
                   said Wimmer. 

                   He criticized both the German and European politicians 
                   because of "auto-censorship" concerning the debate on 
                   NATO. Everyone is afraid to spoil their relations with 
                   U.S.A. 

                   Wimmer also demanded that the OSCE be legally and 
                   materially strengthened. 

                   "OSCE has for years been prevented from using its 
                   instruments for actions - only for NATO to be in the 
                   foreground. Therefore, that is why the mission in 
                   Kosovo is not staffed as it should be", concluded 
                   Wimmer. 
 

 
 
 
                 

               NEW NATO DOCTRINE ANNOUNCED 

                   A NATO military intervention in Serbia's Kosovo 
                   province would mean the 
                   announcement of a new doctrine of this western 
                   military alliance, which would include interventions 
                   outside the zone of its 16 member-states, former U.S. 
                   justice minister Sara Flaunders told the Rome daily 
                   Il Manifesto. 

                   The Italian daily published an interview with 
                   Flaunders, the author of the book "NATO in the 
                   Balkans," under the heading "An intervention serves 
                   only NATO." 

                   Flaunders said the Rambouillet meeting on Kosovo 
                   was not real talks at a conference table, but an 
                   ultimatum on the unconditional surrender of a 
                   sovereign right and acceptance of contingents of 
                   foreign troops in their field. 

                   On the other hand, members of ethnic Albanian 
                   terrorist groups, whose presence is guaranteed by the 
                   United States, do not place much importance on the 
                   talks. Anyway, they are not threatened by anyone, 
                   said the former justice minister on Jimmy Carter's 
                   administration. 

                   Asked about NATO's objectives in the Balkans and 
                   in Kosovo, Flaunders said they had been clearly 
                   pointed out by U.S. Secretary of State Madeleine 
                   Albright at a recent NATO ministerial meeting in 
                   Brussels. 

                   It is the intention of the United States to trace a 
                   policy of aggressive actions in the Balkans with a 
                   subsequent breaking up into regions and an 
                   occupation of territories, Flaunders said. 

                   Albright has already anticipated a new doctrine for 
                   NATO, which should become a world police force 
                   with the authority to intervene in any part of the 
                   world, Flaunders said. 

                   That new NATO doctrine at the global level 
                   indicates future conflicts with Russia, military 
                   interventions in republics of the former Soviet 
                   Union, control of oil in the Caspian Sea, as well as 
                   monitoring of oil pipelines, Flaunders said. 

                   NATO's military expansion in the Balkans is a form 
                   of new colonization of that region by the big powers, 
                   led by the United States. That is the same policy as in 
                   the Middle East, she said. 

                   The Pentagon has no peaceful intentions when 
                   Kosovo is concerned, Flaunders said. 

                   Missiles fired at Serbia and a military intervention 
                   would not bring peace, but bloody war, they would 
                   not help save the people from massacres like the one 
                   in Racak, for which Serbian authorities were 
                   blamed, Flaunders said. European papers openly 
                   wrote that this incident was very suspicious, if not 
                   even manipulation with intended propaganda, while 
                   not one media reported about it in the United States, 
                   she said. 

                   Flaunders also spoke about the political career of the 
                   head of the Verification Mission of the Organization 
                   for Security and Cooperation in Europe (OSCE) in 
                   Kosovo, William Walker. Walker was 
                   selected for this mission in Serbia's southern 
                   province as an allegedly independent and objective 
                   candidate, she said. 

                   William Walker is neither independent nor 
                   objective, she said. Walker was the U.S. ambassador 
                   to Salvador in the eighties, when his role was to help 
                   illegal operations, said Flaunders. 

                   His mission was allegedly aimed at providing 
                   humanitarian aid, while in fact it served to arm and 
                   help the death squads, said Flaunders. Walker is also 
                   one of the U.S. officials tried in connection with the 
                   Irangate scandal, she said. 

                   William Walker was the right hand of Oliver North, 
                   with whom he attempted militarily to topple the 
                   Sandinista in Nicaragua, said Flaunders. 

 

 

                    

               YELTSIN WARNS U.S. NOT TO TOUCH 
               KOSOVO 

                   Russian President Boris Yeltsin warned the United 
                   States that Russia would not permit their intervention 
                   in the Yugoslav republic of Serbia's troubled 
                   province of Kosovo.  

                   At a news briefing held before a top-level 
                   Russia-European Union meeting, Yeltsin said that 
                   Russia would not let the United States intervene in 
                   Kosovo.  

                   "I conveyed to Clinton my view, both by phone and 
                   by letter, that this (threatened military strikes) will 
                   not work. We will not let you touch Kosovo," 
                   Yeltsin said adding that this was the essence of the 
                   Russian reply on Wednesday.  

                   Yeltsin delivered this statement commenting on the 
                   U.S. preparations for a possible attack on 
                   Yugoslavia if no agreement is reached on Kosovo 
                   at the talks in Rambouillet.
